kernel with each "auto" dispatch group lowered as
policies[group] ("switch", "segmented" or "predicated"):
how a launching runtime applies the policy it chose. A group the author
declared a policy for is refused — the author’s choice is never
overridden — as is an unknown group or policy. An automatic kernel is
resolved on its single step and re-derived, under the same name — except
to "segmented", which splits the step into one kernel per branch and
so returns the single step itself: its units run one step per launch.
